Senator Charles E Schumer created the Schumer Box under a provision in the 1988 Truth-in-Lending Act (TILA). The regulation came into effect in 2000 and requires all credit card companies to present the borrower with key facts and figures about the lending agreement in a clear and conspicuous manner, set out in a table.

The UK adopted a similar scheme in March 2004. In the UK the Schumer Box is known as a Summary Box. Earlier discussions also referred to it as the Transparency Box, the Clarity Box, the Consumer Box and the Honesty Box.

Credit card companies are required to list their long term rates in at least 18 point type and all other rates, terms and conditions in at least 12 point type.

The Schumer Box includes:

- Other APRs (balance transfers, cash advances, default APRs)
- Grace period
- Finance calculation method
